Engineering and Construction Office (ECO)

The Engineering and Construction Office (ECO) is responsible for the planning, design, implementation, and supervision of all infrastructure development of the university. It ensures that all engineering and construction projects are aligned with the institutional objectives, legal requirements, and sustainable development principles. It supports the university’s academic and research needs by creating a well-designed, structurally safe, functional, and resilient built campus environment.

Mandate

  • Supervise the projects from proposal and design development to construction implementation and ensure compliance with the Caraga State University’s Land-Use Development and Infrastructure (CSU- LUDIP).
  • Develop a protocol to monitor the technical aspects, physical realization, and timely delivery of tasks and work progress of all infrastructure development projects.
  • Manages the delegation of responsibilities and prioritization of tasks of the design and implementation unit to ensure a cost-efficient, quality design and quality control of all the infrastructure project proposals.
  • Establish and enforce an efficient methodology and monitoring strategy for evaluating the builders/ contractors in the execution of the projects.
  • Coordinate with the Project Management Office (PMO) for the monitoring and evaluation of on-going infrastructure projects.
  • Submit reports on work progress, inspections, variations, and billings to the heads of offices.
  • Ensure the application and issuance of various permits for all infrastructure projects as required by the regulatory agencies.
  • Serve as a data bank of project plans, program of works, analysis, inspection reports, and other relevant data for the development of the University.
